There is planning permission for four detached houses on that site IIRC. It was granted around two years ago. I suppose they have to wait until the entrance is complete before they start building. It's a strange location for an entrance.

Not aware of any works at the moment. However, water pressure has never been great on the peninsula. Could be down to usage at that time and the supply not being up to capacity. All those extra houses are likely having an impact hence the need for a new water main.

They finally got around to resurfacing the upper part of Beaverstown Road last week. As I type, it's being dug up again. You couldn't make it up.

I wonder what sort of discount they are getting? I can't see buildiers giving away much. The only savings from the builder's side would possibly be legal fees and estate agent fees.
